（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投标人应为本次投标所投产品的制造商或者授权代理商。如果投标人是代理******集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。若为制造商投标，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. If the bidder is a manufacturer, the bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
投标文件中提供制造商授权书的中标候选人，应在中标候选人公示后3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人联系人进行核验，对于国外制造商授权书原件，投标人提前准备以满足核验原件期限要求。投标文件中提供的制造商授权书可在制造商官方网站上查询并核验一致的或纸质投标已递交制造商授权书原件的，可免于送交原件核验。核验结果不一致的，将按照提供虚假投标资料处理；未能在规定期限内提供原件的，将视为不如实提供材料处理。上述两类情况将取消中标候选人资格及中标资格，并按照中国海油相关制度规定给予禁用等处理。
The winning candidates who provide the Manufacturer's authorization letter in the bidding documents shall deliver the original of the Manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned or printed documents shall be rejected) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the deadline requirement for verification of original. The manufacturer's authorization letter provided in the tender documents can be searched and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it shall be deemed as providing false bidding materials. Failure to provide the original documents within the prescribed deadline shall be deemed as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

（2）资质要求 Requirements of Qualification
投标人必须提供制造商的产品在有效期内的《特种设备型式试验证书》(TSX证书)。特种设备型式试验证书在类别、公称压力、公称尺寸和温度范围能够覆盖招标物资。证书中制造单位名称、地址和投标产品的制造单位名称、地址应一致。
Special Equipment License: The bidder must provide the manufacturer's valid "Special Equipment Type Test Certificate" (TSX certificate) for the product. The Special Equipment Type Test Certificate shall cover the category, nominal pressure, nominal size and temperature range of the bidding product. The name and address of the manufacturer in the certificate shall be consistent with those of the manufacturer of the bidding product.
（3）业绩要求Requirement for Bidder's reference:
2010年1月1日至投标截止日（以合同签订时间为准），投标人所投产品的制造商应具有至少1个在中国境内的气动/电动球阀合同的供货业绩，且单个合同中至少应包括1台设计温度不低于650℃且介质为烃类的气动/电动球阀。
From January 1, 2010 to the deadline for submission of the bid (subject to the signing time of the contract), the Manufacturer of the products supplied by the bidder shall have at least 1 contract for supply performance of pneumatic / electric ball valves in China, and this contract shall include at least one pneumatic/electric ball valve with a design temperature of no less than 650℃ and a medium of hydrocarbon.
******集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为所投产品的******集团。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、项目名称、货物名称(气动/电动球阀)、设计温度、介质及用户签字或盖章的到货验收材料。
若业绩合同为年度协议/框架协议，除提供年度协议/框架协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议/框架协议相关联。同一个年度协议/框架协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include 1) copies of sales contract and 2) acceptance evidence of goods delivery signed or sealed by the user (Arrival acceptance certificate or commissioning acceptance report or other effective materials that can prove the arrival acceptance of goods under the contract). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the project, name of the goods (pneumatic/electric ball valve), design temperature, medium and acceptance evidence of goods delivery signed or sealed by the user.
If the performance contract is an annual agreement/framework agreement, in addition to providing the annual agreement/framework agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement/framework agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement/framework agreement is considered as one valid performance.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
如果投标人是代理商，2022年1月1日至投标截止时间（以合同签署时间为准），投标人应具有至少1个合同的与本次投标制造商的气动/电动球阀的代理业绩，并提供相关业绩证明文件。业绩证明文件包括但不限于销售合同复印件，至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称（气动/电动球阀）、代理商名称、制造商名称。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
If the bidder is an agent, from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), he bidder shall have at least one contract of agency performance for pneumatic/electric ball valves with the manufacturer of this bid and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods( pneumatic/electric ball valve), name of the agent and name of the manufacturer. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
